Executive Director/Assistant Secretary

Audra is a business and financial leader in domestic housing markets, an innovative CEO and thought leader.  She has 25 years of experience in real estate, financial services, social impact investing and lending, with business leadership and management experience in private, public and nonprofit sectors. She is an expert in developing and implementing creative and sustainable strategies that effectively deliver safe, affordable housing to disadvantaged families and troubled communities, all the while positively impacting the “bottom line.” Audra brings expertise and passion in a wide range of areas, including advancing opportunity for the underserved through public-private partnerships that expand housing, community and economic opportunity; growing business; leading digital transformation and communication strategies; and building high performing teams.

Audra was appointed Executive Director of the Illinois Housing Development Authority in February of 2016. Previously, Audra served as the Principal of A. Hamernik & Associates, Inc. where she led the company’s development as a leader in affordable housing finance.  Prior to that, she was the Executive Director of Bluestem Housing Partners, a nonprofit housing developer.  She has substantial governmental experience holding senior management positions at DuPage County Community Development, and was the zoning administrator for the Village of Villa Park. Audra serves as a member of the Community Advisory Council to the Federal Home Loan Bank; a board member of the National Council of State Housing Authorities, LISC Chicago, Continuum of Care of Chicago, Preservation Compact and others.  She also chairs the Illinois Housing Task Force and the Community Revitalization Task Force, a statewide group of leaders to eliminate blight, and she serves as the Co-Chair of the Re-Entry Working Group. She holds a Master Degree in Urban and Regional Planning and a Bachelor of Arts Degree in Urban and Regional Planning from the University of Illinois

Debbie Olson

Chief of Staff/Assistant Executive Director

Debbie is an accomplished executive, government and community leader with 16 years of experience working with affordable housing nonprofits, 13 years in elected office and over 30 years of business ownership and administration. Before joining the Authority in April of 2016, Debbie was the Executive Director of the DuPage Homeownership Center where she managed the staff, programs and finances of a premier housing counseling agency in Chicago’s western suburbs while working with federal, state and local governments to create better housing policies. Prior to this, she served on the DuPage County Board and was a member of the DuPage Federation of Human Services Reform, the DuPage County Continuum of Care and several suburban Chambers of Commerce. Debra earned a Bachelor of Arts degree in Political Science from Northern Illinois University.

Nandini joined the Authority in April 2014. Nandini has over 20 years of experience providing financial and quantitative services to housing finance agencies. Prior to joining the Authority, Nandini worked at Caine Mitter & Associates Incorporated, where she advised State and local housing finance agencies on their single family and multifamily bond programs, and was the primary developer of proprietary software designed specifically for housing finance agency cash flow analysis. In addition to her technical expertise coding software programs for housing finance, the most complicated form of municipal finance, Nandini has a broad depth of knowledge and experience managing the financial and quantitative aspects of housing finance agency programs. Nandini graduated from Smith College with an AB in Computer Science and Mathematics, and from the University of Massachusetts, Amherst with a Master of Science degree in Computer Science.

General Counsel/Assistant Executive Director/Assistant Secretary

Maureen joined the Authority in November of 2010 as Senior Counsel and was promoted to General Counsel in August 2011. Before joining the Authority, she worked in the real estate group at Sidley Austin LLP, practicing out of the firm’s Chicago office. Prior to this, she worked for J.P. Morgan Chase Bank, N.A. in the commercial mortgage-backed securities group, having started her legal career at Sidley Austin’s Washington, DC. office from 2001 to 2007. Maureen holds a Bachelor of Arts degree in Political Studies from the University of Illinois-Springfield and a Juris Doctorate degree from The Catholic University of America Columbus School of Law.

Timothy Hicks, Controller, joined the Authority in January of 2019.  Mr. Hicks is a Certified Public Accountant with over 23 years of public, financial and governmental experience.  Before joining the Authority, Mr. Hicks worked at the Forest Preserve District of Cook County as the Comptroller.  In that capacity, he was responsible for managing all aspects of Accounting and Finance including financial planning & reporting, budgeting, treasury, accounts payable, fixed assets and payroll.  Prior to this he worked as the Assistant City Treasurer for the City of Chicago.  Mr. Hicks received his Master of Business Administration in Finance and Marketing from University of Illinois, Chicago and his Bachelor of Science degree from Alabama State University in Accounting.
